They are designed to correct a puppy’s behaviour while going on a walk. For example if your puppy jumps on people or pulls a lot while walking then this collar tightens around the neck to correct it. When used correctly this shouldn’t be dangerous, however, many disagree. These collars can be too heavy on some dogs who can later have problems with their back; they can also be a hazard if worn while unattended as the dog can get caught on something and tragedy can strike. So make sure that if you decide to use a choke chain that you are in the presence of your dog at all times.
